7 CONDITIONS FOR ACCESS TO FUNDING The strategy is based on an integrated approach, combining loans, grants, technical assistance, and public- private partnerships. To access this funding, countries must follow several steps and meet specific conditions consistent with the WBG’s strategic priorities. These include: ‣ Formal Government Commitment: Countries must officially express their interest and commit to working with WBG teams to develop their respective AgriConnect Compacts—or joint action plans—with the WBG. ‣ Advanced Sectoral Dialogue and Public-Private Coordination: Countries are prioritized when: (a) they are engaged in active dialogue with teams from the World Bank and the International Finance Corporation; (b) private sector actors are ready to finance new initiatives in agriculture; and (c) they have identified opportunities to develop joint interventions with the WBG. ‣ Clear Potential in Agricultural Value Chains: Countries must: (a) identify priority value chains with high potential for job creation; (b) highlight the productivity of their agricultural sectors or the contribution of these sectors to food security; (c) offer opportunities for public and private investment; and (d) demonstrate their capacity to create or strengthen aggregation models and market linkage platforms. ‣ Commitment to Targeted Policy Reforms: Access to funding also depends on the country's willingness to implement essential reforms. ‣ Capacity to Mobilize and Coordinate Partners: AgriConnect prioritizes countries that have demonstrated a commitment to effectively coordinating contributions from various partners. ‣ Alignment with WBG Strategic Objectives: To qualify for funding, national proposals must align with AgriConnect’s priorities. STEPS IN THE NATIONAL AGRICONNECT COMPACTS PROCESS The AgriConnect funding process involves a series of coordinated steps between governments, the WBG, and various partners: ‣ Expression of interest from the government to the WBG teams; ‣ Initial diagnostic (agroeconomic, institutional, climatic, financial); ‣ Joint development of an AgriConnect Compact (prioritization of value chains and reforms); ‣ Identification and structuring of projects (public, private, or mixed); ‣ Mobilization of financing (e.g., WBG, other partners, private sector); ‣ Joint implementation, capacity building, and technical support; and ‣ Monitoring, evaluation, and adjustments with support from the Knowledge Center. Togo was the first country to formally launch its AgriConnect Compact at the national level on December 16, 2025, followed by Senegal, which officially launched its AgriConnect Pact on February 10, 2026. As of January 31, 2026, the other countries in our Group that have started the process of developing their respective Compacts are Benin, Côte d'Ivoire, Guinea, and Niger.
