ENERGY 
THE MISSION 300 (M300) INITIATIVE
INTRODUCTION 
Africa has significant energy resources, but more than 600 million Africans were still without electricity in 2023. 
To address this energy poverty, in 2023 the African Caucus, comprising the Governors of the IMF and the World 
Bank Group, requested the WBG develop a continental strategy, leading to the “Mission 300” initiative. This 
program, jointly implemented by the World Bank Group and the African Development Bank — with the support 
of international partners such as the Rockefeller Foundation, the Global Energy Alliance for People and Planet, 
and Sustainable Energy for All — aims to connect an additional 100 million people to reliable and sustainable 
energy by 2030, particularly in rural and underserved areas, by leveraging a combination of investments, policy 
reforms, and technical assistance. The official launch of the program took place during the Summit of Heads of 
State in Dar es Salaam, Tanzania, in January 2025.

KEY AREAS OF INTERVENTION 
The program’s main lines of intervention are structured around the following priorities:
Develop electrical connections,  
modernize infrastructure, and enhance  
supply reliability. 
Expansion and modernization of traditional  
electricity grids in underserved areas
Disseminate clean cooking solutions to reduce 
biomass usage, improve household health, and 
contribute to climate objectives.
Promotion of clean cooking
Promote mini-grids — including solar 
mini-grids — and renewable energy sources, 
particularly in rural areas. 
Deployment of off-grid solutions
Support structural reforms, improve the efficiency of 
public utilities, attract private investment, and 
strengthen regional integration. 
Energy sector reforms
Promote the mobilization of public and private 
funding for energy projects.
