9 CONDITIONS FOR ACCESS TO FUNDING National Health Compacts are new agreements jointly developed by countries and the World Bank Group to accelerate universal access to quality, affordable health services. Led by governments, these compacts define the shared priorities, strategic reforms, and essential investments needed to strengthen health systems. During the High-Level Forum on Universal Health Coverage held in Tokyo, Japan, on December 6, 2025, 15 countries adopted National Health Compacts (Bangladesh, Egypt, Ethiopia, Fiji, Indonesia, Mexico, Morocco, Nigeria, the Philippines, Sierra Leone, Syria, Tajikistan, Uganda, Uzbekistan, and Zambia). To access financing associated with the World Bank Group’s health strategy, countries must: ‣ Make health a national priority within their development and human capital promotion policies by developing their National Health Compacts. ‣ Propose projects aligned with the Bank’s priorities (primary care, maternal health, nutrition, health systems, digital health, and crisis preparedness). ‣ Strengthen governance and ensure financial transparency. ‣ Place equity at the center by reducing out-of-pocket payments and protecting vulnerable populations. ‣ Adopt a results-oriented approach, featuring measurable indicators and reliable evaluation systems. These conditions aim to ensure that financing is utilized effectively and efficiently to improve population health outcomes.
