CONDITIONS FOR ACCESS TO FUNDING 
The program is built upon an integrated approach, combining loans, grants, technical assistance, and public-
private partnerships. To access funding, countries must follow several steps and meet specific conditions, in 
alignment with the WBG’s strategic priorities. These include:  
‣
Making the empowerment of women and girls a clear national priority: Countries must officially 
recognize gender equality as a driver of economic development, and mainstream gender into national 
development plans as well as digital, financial, and employment strategies.  
‣
Aligning interventions with the program’s core objectives: Countries must propose programs that 
contribute directly to women’s digital inclusion and their access to capital.  
‣
Creating an enabling policy and regulatory environment: The WBG prioritizes countries that address 
structural barriers.  
‣
Strengthening institutional capacity and coordination: The WBG can provide technical support, which will 
be facilitated by strong institutional will.  
‣
Targeting the most excluded women: Key groups include women in rural and peri-urban areas, poor and 
highly vulnerable women, young women and women entrepreneurs, and women operating in the informal 
sector.  
‣
Adopting a results-oriented approach: The WBG places increasing emphasis on measurable results. 
Provide direct and indirect financing for 
women-led SMEs.

Support entrepreneurial ecosystems such as 
incubators, accelerators, and value chains.
Women’s entrepreneurship
Develop and improve programs for  
mentorship/training and strengthen 
professional networks.
Access to non-financial services
Reduce legal and regulatory barriers 
that limit women’s economic participation.
