In conclusion, Mission 300 is not a single fund with rigid criteria, but a collaborative funding framework where 
access depends on: the level of commitment and planning of the countries and actors involved; the technical 
and financial quality of the proposed projects; and the utilization of appropriate financial instruments 
(e.g., concessional loans, guarantees, private capital). We urge the countries of the Africa Group II that have not 
yet joined Mission 300 to do so without delay. To measure the results, impact, and scale of M300, we call upon 
the WBG, the AfDB, and all partners engaged in this initiative to develop — in collaboration with the countries 
concerned — a results framework that establishes targets for financing and investment mobilization, as well as 
indicators for activities, progress, outcomes, and impact, thereby ensuring mutual accountability in achieving the 
objectives pursued through the National Energy Compacts. We encourage the International Finance 
Corporation (IFC) to finalize the progress indicators currently under development to measure private sector 
participation in this initiative.
