INTRODUCTION 
Low- and middle-income countries generally face fragile health systems, characterized by limited access to 
essential care, prohibitive costs, insufficient quality, and heightened exposure to health and climate crises. In 
response to these challenges, the WBG is implementing a health services development strategy aimed at 
supporting access to quality, affordable services for 1.5 billion people by 2030. The objective is to ensure 
that every individual has access to quality healthcare without facing financial hardship. In this context, the WBG 
relies — among other mechanisms —on "National Health Compacts," which are modeled on national energy 
pacts. The World Bank Group works with countries to : (i) improve access to essential health services in both 
rural and urban areas; (ii) strengthen health systems and the capacities of health professionals; (iii) 
make healthcare more affordable and accessible; and (vi) collaborate with governments, non-governmental 
organizations, and the private sector to achieve the targeted objective. 
KEY AREAS OF INTERVENTION 
To achieve the goal of universal access to quality healthcare, several strategic priorities must be implemented: 
Quality care requires functional infrastructure — 
ranging from reliable energy sources to  
essential medical equipment.
Healthcare facilities
Leverage tele-health, AI-driven diagnostics, and 
digital medical records (within legal limits) to  
expand the reach and quality of care.
Digital healthcare delivery
Move beyond the mere treatment of illnesses to 
focus on disease prevention and the management of 
chronic conditions.
Balance between curative and preventative care
Train community of health workers, nurses, and 
physicians in the delivery of comprehensive primary 
care.
Enhanced healthcare skills
Increase funding and reduce out-of-pocked 
expenses for patients — costs that can otherwise 
plunge families into poverty.
Bolstering insurance programs
